Why Can't I Rep?

Every time I try and Rep someone, I get a box on the screen that says:

'You do not have permission to perform this action'.

Does anyone know why this is or what this means?

I want permission!!

It might be because of the archiving of old posts. The Reps have been effected today. Not too sure why else, I have never had it before.

No, it's not just today - it's been forever!

I have never been able to Rep since joining this site.

It comes up in a Windows Internet Explorer window if that makes any more sense to anyone.

all permissions (besides guides and mods) are the same so no reason for it - there was a problem some people were having ages ago and oddly it only seemed to affect users on BT!
