My gut instinct would be to remove the bid and put the seller on your blocked bidders list. In fact if I was selling something of this value I would only be selling to the Uk and would be asking for postage to cover Special delivery 9 am or next day which gives you compesation up to 1000

You would be covered if you use royal mails international recorded service and pay the extra for up to 150 insurance. A signature is required by paypal if the total value of an order is 150 or more.

The service is not cheap however, you can work out how much it would cost you here:

why remove or block a seller with no feedback they have to start off buying somewhere, i post all the time all over the world, just follow ebay and paypals guidelines, i will only send parcels out either by international signed for or airsure, sending out items that costs well over 100 to buyers with a very low feedback score or 0 feedback score and have had no problem with any buyer or a parcel ever going missing, at one time especially with low value items i never put that i would post overseas as i thought buyers would not want to pay for international signed for but this is not true as i found if a buyer from overseas really wants the item they have no problem at all paying the extra cost to post out by this method even if they are buying something costing 20 or 150. (i have had overseas buyers having no problem paying 16.50 postage for a 20 item) if you state in your listings you only post out by international signed for and then they can check the price they have to pay before buying you don't get any time wasters.

Really?? I always put that I don't post to overseas and settings are set for UK only, and still getr lots of people from overseas emailing 'how much to send to....'. I state recorded only to UK and still get people saying 'I am out a lot please can you just send normal post...' I don't find stating things in auctions actually reduces the timewasters!
Those who think they know it all are very annoying to those of us who actually do.

I've been ebaying for 10 years so I've picked up a lot of tyre kickers, non payers and aggressive ebayers - but in fairness I have had over 10,000 nice transactions
